In Dutch oven, heat oil over medium-high heat. Add sausage, onion, celery and garlic. Cook 5 to 8 minutes or until sausage is browned, stirring frequently. Stir in all remaining ingredients. Bring to a boil. Reduce heat; cover and simmer 10 to 15 minutes or until potatoes are tender. Remove bay leaf.
