Heat oven to Broil. Spray 5 to 6-quart slow cooker with cooking spray. Place chiles on broiler pan. Broil 2 inches from heat 10 minutes, turning once, until skin starts to blister. Place in paper bag or covered container; let stand 5 minutes. Peel and remove stems, seeds and ribs. Chop.
Meanwhile, In 12-inch nonstick skillet, crumble ground beef. Cook 3 minutes or until starting to brown, stirring to break up beef. Add stew meat. Cook 10 minutes or until ground beef is no longer pink and stew meat is browned. Pour mixture into slow cooker. Add chiles and all remaining ingredients; stir to mix well. Cover. Cook on Low heat setting 5 to 7 hours or until stew meat is fork tender. Season to taste with salt and pepper.
Tips: *Masa is corn flour (not corn meal). You can find it in the Hispanic section of the supermarket. Use your favorite beans. Choose 2 cans of the same type, or mix them up.
Anaheim chiles are very mild. But if you have sensitive skin, you might want to wear food service gloves for handling the chiles.
Chili can be made a day ahead and reheated in the microwave or on the stovetop.
